What steps will reproduce the problem?
1)Sign in to user(Ex:A account) -> logout -> sign in to another user(Ex:B account) -> Go to Uber tray -> click on user I'd and select 'Sign in to another user...' option for Multiple sign-in
2)In multiple User mode click on Uber Tray -> now press 'Tab' -> focus is seen on Profile picture -> click 'Enter' from Keyboard -> list of Users is seen (observe no tab focus is seen on any User)
3)Now again press 'Tab' and observe focus is seen on First User -> click 'Enter' and observe nothing happens i.e. after pressing 'Tab' focus should be on 'Close' icon instead of first User

Expected: Unnecessary tab focus is seen on first user in multiple User mode at Uber Tray
Actual: Instead 'Tab' focus should be on 'Close' icon

This is a Regression issue as issue is working fine on M-69

Note : Issue is also seen on M-71
