page content pushed down when application menu revealed

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3579.0 Safari/537.36

Steps to reproduce the problem:
1. open any page in latest Chrome/Chromium in macOS 10.13 or 10.14
2. make the window fullscreen (Cmd-Ctrl-F)
3. move mouse to the top to reveal the application menu, then move mouse away and let the menu hide away. Notice that the whole window, including the page content being pushed down, then moving up after menu is hidden.

What is the expected behavior?
keep the whole window standing still regardless the application menu is visible or not.

Or, at least make sure the page content do not move.

What went wrong?
the page content moved while the application menu appear disappear, causing visual flicker.
