Regression: 3 dot-icon hides in video after switching back from audio to video option.

Chrome Version: 71.0.3578.0 (Official Build) Revision 7e93e3362fc959ad993d7ea26da37c9ae09cc794-refs/branch-heads/3578@{#1} (32/64 Bit)

OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.1), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to the above test url to open video.
2. Under options change Width to '200' and press Enter,  Observe 3 dot-icon is seen.
3. Now, Click on Audio radio button once and again click on Video radio button.
3. Observe.

Actual: 3 dot-icon is not seen in video after switching back from audio to video option.
Expected: 3 dot-icon should be seen in video after switching back from audio to video.

This is a regression issue, broken in M-71 series, and will soon update other info.

Good Build: 71.0.3573.0(Revision:597470)
Bad Build: 71.0.3574.0(Revision:597692)

I am able to reproduce this issue in these versions of chrome:
69.0.3497.100 (Official Build) (64-bit) (cohort: Stable)
71.0.3577.0 (Official Build) canary (64-bit) (cohort: Clang-64)

steimel@ : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. 
2. Tried performing 'Chromium bisect' but the issue is not reproducible in Chromium builds.
3. Hence provided manual suspect through change log.
4. Issue is only seen for above given URL.
5. 3 dot-menu hides and user is not able to select Download, Caption and PiP option when width is set to '200'.

Hi,

Yes, Similar issue is seen on Stable build #69.0.3497.100 which was fixed in M-71 build #71.0.3557.0 

But, same issue again occurred from build #71.0.3574.0 by commit 53c52480c292f9233154779436ac3b9df3ac4e23. Hence getting the below Regression range.

Good Build: 71.0.3573.0(Revision:597470)
Bad Build: 71.0.3574.0(Revision:597692)
