[ozone/wayland] Cursor hotspots sometimes use wrong offset.

That is, the cursor is being shown with a wrong offset sometimes. It might be another scaling value problem, which we don't set. There was one fix CL to fix it, but it looks like it was not enough (https://crrev.com/c/1203973). Fix it.
