Songs not playing in background when playing in web view(in app) of android

Steps to reproduce the problem:
1. Create audio element player and open url in android app web view(in app view)
2. Give stream to element and play
3. When minimize app, song which is playing stopped and on shutter also it's giving option to play.

What is the expected behavior?
On minimize the app, audio play should not stop, also it should give option to play again in shutter, like it gives when we play in chrome browser.

What went wrong?
On minimize app, song played is stopped and when reopen the android app with web view open, it starts to play again. We need it as in playing state when minimize the app. As we are not killing web view, its state remains the same.

while playing tracks in chrome browser in native audio tag, when minimize chrome in android, songs stopped playing. Same is the case when opening url in web view in android app.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Opened chrome, Navigated to gaana.com and played audio
2. Clicked home button to minimize chrome -- audio stops , now again opened chrome and audio started playing 

Chrome versions tested:
60.0.3112.113, 69.0.3497.100, 72.0.3581.2 (latest canary)

OS:
Android 9.0.0

Android Devices:
Pixel 2 XL

Issue is seen in latest from older M-60 builds, hence considering this issue as Non-Regression and marking as Untriaged.
