Home launcher adds scrim in overview

Issue description

Home launcher scrim darkens the overview background and "No recent items" chip. Needs to be hidden whenever overview is visible. Should fade in/out with homecher.

Feel free to reassign to someone else.

I think we don't have this issue after the fix at  issue 897892 .
since the |app_list_background_shield_|'s opacity will be set to 0 OnOverviewStarting here https://cs.chromium.org/chromium/src/ash/app_list/presenter/app_list_presenter_impl.cc?rcl=66d689826b9480d2c666d89eb549ee5b44c3fa0f&l=244

+weidongg and +ginko to confirm.
