Highlights app opens twice

In M71, the Highlights app opens two windows on session start.

1. Start demo mode session
2. Wait for initialization
3. Close Highlights app

Expected: Highlights app is closed
Actual: Another Highlights app window is already open behind the closed one

I think we asked the agency to fix this already -- maybe we just haven't updated the web store version to the latest?

The web store has the latest version, I'll look into the code. On which version does this issue happen?

I noticed it on tip of tree. This was just the default Highlights app, on a caroline.

I can't repro this on ToT (#599410). Can you repro it every time?

(I didn't use a caroline though, but think it should not matter?)
