Enable easy dictionary edit support

Issue description

Version 69.0.3497.81 (Official Build) (64-bit)
OS: mac 10.13.6

What steps will reproduce the problem?
(1) Add a word (accidentally) to your dictionary
(2) Open terminal have to navigate to ~/Library/Spelling
(3) Have to edit dictionary file just to remove a word

What is the expected result?
Enable a simple link in Chrome like chrome://settings/languages/editDictionary
Enable me to add or remove words I've added

What happens instead?
Expecting every user on the planet to know how to use terminal

This is a macOS-level feature, so it's not really up to Chrome to provide this UI. An easy way to remove words is to open Text Edit, type the word you want to unlearn spelling for, right-click it and choose "Unlearn Spelling".
