Statusbar and navbar visible on fullscreen if display size is set to small

Steps to reproduce the problem:
1. Set smallest display size in developer settings to a value higher than 403dp 
2. Open any video in chrome and enable fullscreen 
3. The navigation and status bar won't hide 

What is the expected behavior?
Status bar and navigation bar is not visible while fullscreen playback 

What went wrong?
The navigation and Statusbar is only invisible on full screen if display size ist < 403dp 

Did this work before? No
