OS update notification button isn't working in lock screen

Issue description

Chrome Version: 71.0.3572.0 (Official Build) dev (64-bit)
OS: 11143.0.0 (Official Build) dev-channel octopus-unibuild

What steps will reproduce the problem?
(1) login
(2) lock screen
(3) wait for OS updates
(4) click 'restart' button in the notification

What is the expected result?
restart the device to accomplish the OS update

What happens instead?
a message appears, saying the operation is not permitted.

Omri, currently all actions are deferred until unlock.

Should we make some actions like this not deferred?
