CrOS FR: Remove option for "Block all notifications from this app" for extension based notifications

Issue description

Summary:
Admin wants to remove the option for the students to block notifications sent to them through their GoGuardian extension

Use case / Motivation:
Notifications are sent to the students whenever they try to access a site or page that was blocked for them; please see https://screenshot.googleplex.com/bbDfSjHWLrn , for a sample notification that students received.

This notification is sent through the GoGuardian Smart Alert but the students have the option to block succeeding notifications; please see https://screenshot.googleplex.com/wC2b1zuYVWv and that was the Admin wants to remove

Existing workarounds:
N/A as the Notifications policy from the Admin Console seems to only apply to web-based notifications and not for extensions-based notifications

Seems to be valid, list in Notifications in Content Settings doesn't seem to be in sync with system notifications in Chrome OS

Yeah, this seems reasonable from a notification point of view. Let's scope this up to all platforms where we support notifications and extensions/apps.

Is there somebody who could PM this effort? It crosses Enterprise & Platform and will need attention from UX to make sure we appropriately cover all surfaces where this setting is displayed. (Potentially w/ Issue 825497 as well?)
