What steps will reproduce the problem?
(1) Open the notification tray with a new web notification
(2) In js, either remove the notification and add a new one, or replace it by using the same tag with renotify:true

What is the expected result?
See the new notification

What happens instead?
notification area is empty and there are two dots at the top indicating some notifications are off screen.
