Regressed in 71.0.3574.0.

Steps to reproduce:
- Click on "Cast..." in the three dots menu
- Right click on the Cast icon that appears on the toolbar and select "Always show icon"
- Right click on the Cast icon again. "Always show icon" should have a check mark, but it doesn't.

This is reproducible on Linux but not on Windows. We also have a different menu in the Views Cast dialog with the same issue.

I've done manual bisecting and local reverting, and this CL seems to be the cause:
