Create new intent filter for Webapp Actions Notification

I am working on launching WebApkActivity in the same task as the ShellAPK which shows the splash screen.
When WebApkActivity and the ShellAPK are in the same task, sending an intent to the ShellAPK restarts the WebAPK. We need a different mechanism for notifying WebApkActivity when a user taps one of the "Webapp Actions Notification" buttons
