Ctrl + Shift + PgUp/PgDn does not re-arrange tabs

Issue description

Chrome Version       : Windows - 69.0.3497.100 (Official Build) (64-bit) (cohort: Stable)
URLs (if applicable) : n/a
Other browsers tested: n/a

What steps will reproduce the problem?
(1) Open more than one tab.
(2) Press v

What is the expected result?
The tab will be shifted according to which Pg direction you hit

What happens instead?
Nothing


Please provide any additional information below. Attach a screenshot if
possible.

This might be related to the new layout change, but I don't usually use Windows, so it might never have been working on Windows. It definitely worked on Chrome <67 on Ubuntu.
 
Apologies, step (2) is supposed to read "Press Ctrl + Shift + PgUp/PgDn"

Chrome 70 on Ubuntu does not suffer from this issue, leading me to believe it has always been a problem on Windows.

darajavaherian@ Thanks for the issue.

Able to reproduce the issue on Windows 10 on the reported version 69.0.3497.100 and the latest Canary 72.0.3581.0.
Issue seems to be only Windows specific, as on hitting Ctrl + Shift + PgUp/PgDn, able to shift tabs on Ubuntu 17.10.
Issue is not specific to Mac OS 10.13.3.

This is a Non-Regression issue as this is observed from M-60 chrome builds on Windows.
Hence marking this as Untriaged for further updates from Dev.

This appears to be an explicitly Linux-only behavior. See:

Currently marking as "As Designed", since it has been an explicit Linux carve-out since 2013. Feel free to have PM/UX reopen if we feel it should work on Windows.
