New profile didn't work. Disabling TLS 1.3 in chrome://flags/ resolve the problem. Is it secure to disable this feature?

No, it's not desirable to disable TLS 1.3. Are you running Kaspersky anti-virus? They shipped a bad update a couple weeks ago that caused connections to break (there was no change on our end). They've since shipped an update, so it may be resolved for you now.
