Quick Settings does not appear on secondary monitor after a click

Chrome Version       : 71.0.3572.0
OS Version: 11143.0.0

What steps will reproduce the problem?
1. Click on the clock on the secondary monitor
2. The Quick Settings menu should appear
3. It does not

As can be seen above, nothing appears after I click on the right (secondary) monitor. However, quick settings still appears when clicking on the clock on the primary monitor.

This bug has been in the last 3 updates of CrOS dev channel for me.

This appears to be fixed after the 71.0.3578.8 update. 😀
