Fails quite often according to flakiness dashboard:

All versions of this test flake, not just the virtual/* versions.

I can reproduce this failure by patching in https://chromium-review.googlesource.com/c/chromium/src/+/1273810 on my LInux desktop and then running with --gtest_repeat=10. The test fails 5 times and passes 5 times.

Using tip of tree, the test sometimes fails on the first iteration, put always passes on subsequent iterations [content shell is reused, state is carrying through].

This reproduces locally easily as erikchen@ mentioned.

Did 10 runs, saw failures in 6.  Five of them failed with:
  FAIL gesture scroll on input field promise_test: Unhandled rejection with value: "Reaches the maximum frames."
while one failed with:
  FAIL gesture fling on input field assert_greater_than: expected a number greater than 60 but got 0

sahel@ could you please see if something looks suspicious in the test?
