Tabs using speech synthesis should show audio notification

Whether they use chrome.tts.speak or window.speechsynthesis, we should show a TabAlertState::AUDIO_PLAYING when a tab is speaking.

Does any extension playing audio cause the audio alert to be shown in a tab? This might be a more generic bug if not.
