Issue descriptionCROS:11012.0.0/70.0.3532.0 EVE Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1)Open browser and type phone number on search box (3)Select phone number using touch-pad and right-click on the selection. Expected Result: Context Menu should show actions for phone and duo apps below the Copy/Print section Actual Result: Context menu displayed only phone app but missing DUO app. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) What is the impact to the user, and is there a workaround? If so, what is it? Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

What's the behavior on vanilla Android? Can you see Duo listed?

I have duo on a pixel 2 with Android Pie, but smart text selection only shows the option to call via the Phone app, if you extend the menu you can see "Message" via Messages/Whatsapp/Hangouts and "Add" to contacts but nothing related to duo.
