CPU usage stays at 100% when a certain page is open

Issue description

Chrome Version       : 71.0.3573.0
OS Version: Debian testing
URLs (if applicable) : http://www.valaitamil.com/pathma-viyugam_1811.html
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: N/A
    Firefox: N/A
    IE/Edge: N/A

What steps will reproduce the problem?
1. Open http://www.valaitamil.com/pathma-viyugam_1811.html


What is the expected result?
CPU usage remains normal

What happens instead of that?
This one page uses almost 100% CPU, even when the tab is just in the background.

Please provide any additional information below. Attach a screenshot if
possible.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on chrome reported version# 71.0.3573.0, latest stable# 70.0.3538.67 and on latest chrome# 72.0.3589.0 with URL provided in comment# 0 using Ubuntu 14.04, Windows-10 and Mac 10.12.6. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.
