blink_tool.py rebaseline-cl failed to fetch layout test result.

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) git cl patch 1276306
(2) git cl issue 1276306
(3) third_party/blink/tools/blink_tool.py rebaseline-cl -v

What is the expected result?
rebaseline successfully

What happens instead?
the tool cannot download baseline successfully. And it doesn't print any errors too.

The log is attached with the issue
