Issue description<b>Chrome Version : <Copy from: 'about:version'></b> 70.beta Hello, in chrome 70 beta and pwa on windows desktops token authentication via identity server 4 implicit flow (token redirect) does not work. The application opens in a new chrome window instead of the app window. In chrome 69 release version this works. This problem is also in canary. Is this intended or a bug?

additional info: after the update to chrome 70 on release this happens as well, in the previous chrome the redirection to the identity server and back worked well.

Tested the issue on chrome reported version# 70.0.3538.67 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and installed PWA(URL: https://killer-marmot.appspot.com/web) 2) App installed successfully, able to app shortcut on desktop and at chrome://apps 3) Closed the browser and clicked on desktop shortcut, only web app got opened, chrome window didn't get opened @Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it in better way.
