As a natural continuation to the work started in  crbug.com/809440  (and as it was discussed in [1]), it would be interesting to analyze what more components besides `google_apis/drive` could be split off into their own targets, to further reduce the chances of hitting dependency cycles and make things more modular in general.

As hinted above, [1] already took care of splitting google_apis/drive, so this ticket would be for everything else.
