8.2%-20.4% regression in webrtc_perf_tests at 25053:25054

Chromium roll affected some video perf tests on Mac exclusively.

This roll: https://webrtc.googlesource.com/src/+/4b14416c29e8ca9deb3eacb194805ae7cd0acebc

Strangely, no libvpx change in that one.

However encode frame rate/cpu usage is up, dropped frames is down. PSNR is not changed. encode time is more stable, but not warning is issued.
