OS: Mac (10.13.1, 10.13.6, 10.14.1)

Pre-condition: Select "Always Show Bookmarks Bar" and "Always Show Toolbar in Full Screen" option from 'View' menu of Chrome toolbar.

Steps to reproduce:
1. Launch Google Chrome and Fullscreen the browser.
2. Now uncheck the "Always Show Toolbar in Full Screen" option from 'View' menu of chrome toolbar.
3. Observe.

Actual Result: Bookmarks Bar is not seen even when 'Always Show Bookmarks Bar' option is checked in browser Fullscreen mode.

Expected Result: Bookmarks Bar should always be seen when 'Always Show Bookmarks Bar' option is checked in browser Fullscreen mode.

This is a Regression issue seen from 'M-69', below is the manual regression range and will soon provide the bisect info:
Good Build: 69.0.3573.0 (Revision: 570289)
Bad Build:  69.0.3574.0 (Revision: 570647)
