Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3576.0 Safari/537.36 Steps to reproduce the problem: 1. Open any website with a header and a video tag (E.g. https://bugs.chromium.org/p/chromium/issues/detail?id=894338 or the source code provided below.) 2. Scroll down 3. Make sure the video player controls stay visible 4. Observe that the video player controls are above the header, while the text and the actual video is below What is the expected behavior? The video player controls should act like all other elements and get rendered below the header. What went wrong? The video player controls get rendered above the header and stay visible. (See screen recording) Did this work before? N/A Chrome version: 71.0.3576.0 Channel: canary OS Version: 10.0 Flash Version: N/A Here's the source of my quick test-page: https://pastebin.com/Z6ipsG3N Same behaviour in 69.0.3497.100 (stable). Works as expected in Firefox.

I just noticed that I forgot to mention that this only happens when the header has a z-index of 0 or lower or none. If the header has a z-index of 1 or higher, the video is completely below it.

furtzfritz@ Thanks for the issue. Able to reproduce the issue on Mac OS 10.13.3, Windows 10 and Ubuntu 14.04 on the reported version 69.0.3497.100 and the latest Canary 72.0.3582.0. Attached is the screen shot for reference This is a Non-Regression issue as this is observed from M-60 chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..
