Regression:Spellcheck is seen for webstore's search textbox.

Issue description

Chrome Version: 71.0.3577.0 (Official Build) fc334a55a70eec12fc77853c53979f81e8496c21-refs/branch-heads/3577@{#1}(32/64 bit)

OS:  Win(7,8,8.1,10) , Mac(10.13.1 , 10.13.6 , 10.14.1)  and Linux(14.04 LTS)

Precondition: https://chrome.google.com/webstore/category/extensions?utm_source=chrome-ntp-icon .

What steps will reproduce the problem?
1.Launch chrome and navigate to above url.
2.Now enter some text in search textbox and observe.

Actual  : Spellcheck is seen for entered text in webstore's search textbox.
Expected: Spellcheck should not be seen for entered text in webstore's search textbox.

This is a regression issue broken in ‘M-68’ and below is bisect info.
Good build: 68.0.3401.0 
Bad build: 68.0.3402.0 

You are probably looking for a change made after 552269 (known good), but no later than 552270 (first known bad).

This is not a spellchecker regression. Even with "good" build, you may still see red underline after typing a misspelled word followed by a whitespace. My change makes the spellchecking behavior more consistent.

Webstore team: Could you check if spellchecking is needed in the text box, and if not, add "spellcheck=false" to it? Thanks!

Per Ashley it's always been there, there's never a reason to turn spellchecker off.
