OS: Windows(7,8,8.1,10), Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04 LTS)

Steps to reproduce:
1.Launch chrome and navigate to chrome://flags and relaunch browser.
2.Navigate to chrome://settings > Languages and relaunch browser after choosing 'Arabic' language.
3.Open NTP and observe the 'Gmail','Images' links and gear icon.

Actual Result  : Links and gear icon are visible on RHS of browser window after changing browser to any RTL language.
Expected Result: Links and gear icon should be visible on LHS of browser window after changing browser to any RTL language.

This is a regression issue, broken in 'M-70', and below is the bisect info:
Good Build:70.0.3537.0 (Revision: 587303)
Bad Build :70.0.3538.0 (Revision: 587811)

@kristipark: Pardon me if this is an intended change. Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Providing suspect through 'Change-Log' because unable to perform bisect using 'per-revision' and 'chromium bisect' script.
2. Tried performing 'per revision' bisect on multiple Windows, Mac and Linux machines but unable to perform the same.
3. Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds. 
4. This is an issue with remote NTP.
