The border of popup of extension displayed uncorrectly on various background of web pages

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Install extension 2. Open a webpage has white background, such as google.com 3. Launch extension popup (look at the border of the popup in this case is normal). 4. Open another web page has black background, such as youtube.com (enable dark mode). 5. Launch extension popup (look at the border of the popup in this case is break). What is the expected behavior? The border of popup need to be same in all cases. What went wrong? The border of popup in the case of black bacground webpage is displayed uncorrectly. WebStore page: https://chrome.google.com/webstore/detail/youtube-video-effects-and/jdjldbengpgdcfkljfdmakdgmfpneldd Did this work before? N/A Chrome version: 69.0.3497.100 Channel: stable OS Version: 10.0 Flash Version: Look at the border of the right popup, the border breaks (white, black, white....). I marked by the red lines

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and installed extension(https://chrome.google.com/webstore/detail/youtube-video-effects-and/jdjldbengpgdcfkljfdmakdgmfpneldd) 2) Navigated to Google.com and clicked on extension icon, extension popup is normal 3) Navigated to YouTube.com and enabled dark theme then clicked on extension icon, popup is similar when compared to step-2 @Reporter: Please find the attached screenshot for your reference and provide your feedback on it, try to test this issue by creating new person and let us know if the issue still persists.
