Chrome version : 71.0.3575.0 (Official Build) e76b693f0dd0af3f866de220286b83a2847f0456-refs/branch-heads/3575@{#1} (32/64 bit)
OS: Win(7,8,8.1,10) ,Linux(14.04 LTS) and Mac(10.13.1 , 10.13.6 , 10.14.1).

What steps will reproduce the problem?
1. Launch chrome and navigate to 'chrome://restart'.
2. Open NTP ,Click on 'chrome backgrounds' and click on any collection tile(ex. Landscapes).
3. Now press down arrow key (to get focus on tile) and press enter key.
4. Again press enter key and observe.

Actual  : Tiles does not get deselected on pressing enter key second time.
Expected: Tiles should get deselected on pressing enter key second time.

This is Non-Regression issue seen from ‘M-70’  from build #70.0.3538.0
