cant go back to edit a document in Google docs after touching the url bar |

Issue description<b>Chrome Version: <From about:version: Google Chrome x.x.x.x></b> <b>Chrome OS Version: <From about:version: Platform x.x.x.x></b> 71.0.3567.0 <b>Chrome OS Platform: <Make/model of computer running Chrome OS></b> Dru <b>Network info: <network, encryption type, router model (if known)></b> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) open google docs (2) type something with vkb inside the doc (3) put the cursor on the url bar and make an edit without submitting so you stay on the web page (4) go back to the last place you edited on the document Expected Result: you should be able to edit the doc since you havent switched the url Actual Result: vkb no longer works on editing the document unless you close it or something the cursor seems to stay at the url bar. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) seems to only happen in docs What is the impact to the user, and is there a workaround? If so, what is it? Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

it works if i tap at a few times or if i tap exactly at the cursor position. the experience is not great.
