Description:
Provide a policy for admins to set the default option to print Background Graphics. For context see crbug.com/853782

Use case:
Cloud Workers, Frontline workers spend short periods on a computer and having to remember to check a box buried within the "more printer" options every time is not a great user experience. This adds steps to a task that should be simple. This makes it harder for any cloud worker to adopt Chrome OS from Windows where printing was a single click.   Similar to policy for the feature request for black/white, and duplex options to be configurable to Admin Console, consider adding Background Graphics. (crub.com/885263).

Motivation:
Making printing as easy as possible for frontline workers. This will allow them to migrate from Windows to Chrome OS much easier. 


Existing workarounds:
User manually finds the more options and checks the Background Graphics option each print job.
