Prevent scrolling in tab switcher after end of tab group list

Steps to reproduce:
(1) Create tab group
(2) Open tab switcher
(3) Scroll tab group into view

Expected result:
Can only scroll up to when tab group list is 8dp from bottom of viewport: https://gallery.googleplex.com/projects/MCHbtQVoQ2HCZUfoivbkbVsg/files/MCHtA7U1iMGr6zPg4xSuM4HW-fHaOuR8NuA

Actual result:
Can scroll further down forever
