Issue descriptionUse case / Motivation: Client needs a way to disable new flag recently added to the Google Chrome browser 'new tab': chrome://flags/#ntp-backgrounds as students are uploading all type of background pictures. They would like to have a policy or way to disabled that flag across the domain, much like the dinosaur game is blocked for managed devices. Existing workarounds: To set “chrome://flags” in URL Blacklist in the Admin Console. However it is not suitable for the customer. Or disable the flag individually. Case#: 17035031

I don't mind the students using the default background necessarily. However, being able to upload an image is just going to cause distractions in the learning environment. Allowing to set a default or disabling is the best play.

Hello, After the Chrome Web Browser background setting feature enabled, students are now able to upload "very inappropriate" images to their browsers' backgrounds. Will there be a way to disable customizing the page background?

Google...this is a disaster!!!! We cannot have students being able to set backgrounds in chrome...Students are setting VERY INAPPROPRIATE images as their backgrounds CAN WE TURN THIS OFF IN THE ADMIN PANEL!!! HELP!!!

Agreed. Giving student the ability to upload an image has too many possibilities of going in the wrong direction.

We had problems in the past with inappropriate desktop backgrounds, this is introducing the same potential for abuse.

Hi, As noted in the first comment, admins can stop users from accessing the flags page by adding “chrome://flags” in URL Blacklist. This has the added benefit of blocking all flags. Why is this not a suitable solution?

This is not a suitable solution. We already block students from accessing the flags. However, the default for being able to set the backgrounds was set to allow new tab backgrounds (enabled). To change it, we have to unblock access to chrome://flags. Then we have to log in as each student, change the flag to Disabled, then block chrome://flags again.

Is there some element of the page that we could blacklist? I noticed after inspecting the new tab page that chrome-search://local-ntp/background.jpg points to the currently displayed background on the new tab page. However, adding this to the URL blacklist did not stop the image from displaying.

Comment 13 is absolutely correct. Is it hard to create a way to manage the Google Chrome new tab page picture? You'll only put an option for GSuite Admins to " enable users to upload images" or " disable users to change the browsers wallpaper".

Clever to block the settings image, but if they use the exact url for the settings page, aren't they still able to set a background image? That url will soon (if it isn't already) be known to all the students. /Kim

Okay, I think I understand. It's currently possible for users to set the New Tab Page background, and this request is for a policy to disable that since it's being abused. I misunderstood originally and thought students were setting it with a flag. @ramyan, you look like a good place to start for directing this. Based on the comments in this bug and the high number of people who have starred it, I'm also increasing the priority. Given how it's being abused (and hopefully it's not too much work to implement) you may want to consider further increasing the priority.

We should be able to add a policy to prevent image uploads. I'll prioritize making the necessary changes as soon as we can.

Need an admin control to enable/disable the choosing of a custom graphic by user and also ability to administratively set a graphic. Both as a user or as device policy.
