Issue descriptionChromeOS version: 69.0.3497.95 and 68.0.3440.118 ChromeOS device model: Asus CN62 (Guado) Case#: 17052833 Description: Audio volume going down automatically all the time. Guado is enrolled as a Chrome device, not CFM. - Does it affect all devices? This issue can be reproduced in any Asus CN62 in regular Chrome OS mode (Not CFM) - Devices S/N: H3MSCX011206 - Troubleshooting steps taken: 1) The issue can be reproduced in any device from the same model 2) Remove local profiles does not work 3) Wipe does not work 4) Recovery does not work 5) Changing the hardware devices like keyboard and mouse does not make a difference 6) The issue will happen even if there are no other peripherals connected to the device like headsets, microphones, etc 7) No third party extensions installed 8) The issue can be reproduced in version 68 and 69 Steps to reproduce: 1) Sign in to the device 2) Check the volume by clicking in the bottom right corner picture 3) Increase the volume to the top 4) Open any website or video 5) Check the volume one more time, it will be in 0 Current Behavior / Reproduction: Volume gets down to 0 momentarily. Expected Behavior: Volume stays at the same level when not changed by user. Hi ykrychala, thanks for filing the issue. What is the audio output device when the issue happens ? (HDMI or 3.5mm headphone or USB?)

I can reproduce it on R70 latest OS version(R70-11021.51.0). If I plug headphone, I can control volume well. But after I unplug it, I can not change volume. The volume will keep in the same value which I set when headphone plugged. @jennyz, could you take a look? Thanks.
