What steps will reproduce the problem?
(1) Sign into a new Google account with sync
(2) Click 'settings' on the unity dialog that appears
(3) Click 'cancel sync' at the bottom left
What is the expected result?
Sync is cancelled fully and completely.
What happens instead?
Sync does seem to not be engaged - but the UI thinks it's synced. e.g. at the top right, clicking on my face, I get "Syncing to wfh@google.com" (screenshot1.png) and clicking on that link goes to chrome://settings/people and in there it says 'Syncing to wfh@google.com' (screenshot2.png). I do not believe either of these statements are true.
If it helps with reproduction - my environment is an account with custom passphrase. I never entered the custom passphrase. My variations for unity is UnifiedConsent=AboutFlags. I'm not sure exactly which of these factors are needed for a repro.
