Currently, users that want to get CCd on certain types of changes may use watchlists: http://dev.chromium.org/developers/contributing-code/watchlists

Watchlists add users based on file paths touched, but not on other things like strings occurring in the contents of the files.

This is a little outside the current scope of Tricium, but if Tricium supported adding users to CC as well, then an analyzer could potentially also add users to CC based on some other properties of the change.
