bookmarks revert to default order after I rearrange them

Issue description

Chrome Version       : 69.0.3497.100
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1.use bookmark editor to rearrange bookmarks on the bar and in files
2.wait a day or two
3.your bookmarks will no longer be in the new order and old ones deleted will have reappeared.

What is the expected result?


What happens instead of that?

I do not understand your question. It appears that you do not understand my problem, so I will try to simplify it for you. 
Say I had 5 bookmarks and they were arranged in the order I created them -1,2,3,4,5. 
Now I use the Bookmark manager to rearrange them into descending order of frequency of use — 5,3,2,4,1. 
Within 24 hours they will have reverted to the original order — 1,2,3,4,5. 

Now expand the number of bookmarks to 100 and imagine the time wasted trying to reorder them and delete unused ones, only to have those edits undone again and again and again. 

This is frustrating.

Tested this issue on Windows 10 on the reported version 69.0.3497.100 and latest Canary 71.0.3575.0 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and bookmarked few pages.
2. Arranged the bookmarked pages in a order and waited for few hours.
3. Could observe that the pages are in the same order as arranged.

Request you to retry the issue on new chrome profile without any flags/extensions and update the thread with the observations.

If you are replicating this, make sure your bookmarks in the test instance have synced before you make the edits.
