A11y: shortcuts app Chromevox does not announce focused element

Issue description

Chrome: 71.0.3567.0 Dev

Steps to repro:
# With Chromevox enabled (ctrl+alt+z), open shortcuts
This is the shortcuts app on ChromeOS which contains tabs such as 'popular shortcuts' 'Tabs and windows' and 'Page and web browser'
# Press tab to get to the tablist

Expected: The focused item would be announced by Chromevox


Actual: Nothing is spoken.
When the tab list is focused, up and down arrows do announce the focused item in the list.
Sometimes the search box is announced when it receives focus, especially when shift+tabbing into it.

I don't think this is due to the mojo/mash refactoring I did. You can revert back to the old non-app version with command line flag --disable-features=KeyboardShortcutViewerApp (or turn off "keyboard shortcut viewer mojo app" in about:flags).

When I revert to the non-app version I get the same behavior. I'm not sure what is wrong - maybe something with node annotation in the side-tab list?
