Update description of UI>Shell>StartScreen to specify ChromeOS:

1] Component Name: StartScreen

2] Parent Component (e.g. Blink, UI>Browser, etc...): UI>Shell>StartScreen

3] Description of Component: ChromeOS Login issues. Lock should be UI>Shell>Lockscreen

4] Admin/ Owner: zalcorn, rkc

Status: Fixed (was: Untriaged)
The changes have been approved and applied to the component. Closing the bug. Please re-open if you are still encountering any issues.
