Chrome app icons/ context menu are cut off

Chrome Version       : 71.0.3575.1
Platform             : 11144.0.0  - Kip


What steps will reproduce the problem?
(1)  check Chrome App icons on the Shelf
(2)  right click on system window to bring up context menu, and select "Shelf position"


What is the expected result?
The icons & radio buttons should appear without the issue. (image2.png)

What happens instead?
Step 1#2, the apps icons and radio buttons are cut off (please see image1.png)

possible.

If this helps...

I was having this problem with ToT Chrome from around 10/9 on top of Chrome OS 11101.0.  I now just flashed to a complete 11144.0.0 (with the default Chrome of 71.0.3575.1) and am still seeing this problem.
