Chrome extension taking screenshot using the debugger repeats the viewport

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3575.0 Safari/537.36

Steps to reproduce the problem:
1. Load the extension as developer
2. Open the extension's background page inspector
3. Run repro() in the console
4. Will navigate to wikipedia and take a screenshot that will be downloaded

What is the expected behavior?
A fluid 1000x10000px screenshot of the wikipedia article

What went wrong?
A screenshot the right size, but repeating the visible viewport throughout the clip, the same viewport over and over again, for the entire picture height instead of the rest of the article.

Able to reproduce the issue on reported chromium version 68.0.3438.3  also on latest chrome 69.0.3496.0 using Mac 10.13.5, Ubuntu 17.10 and Windows 10.  

Note: Before M-66 we are getting error in the console while loading the Wikipedia page.

Same behavior is seen on M66(66.0.3359.181) hence considering it as non-regression and marking it as Untriaged.
