When starting up ARC container, it spams all the pre-existing notifications

Chrome Version: any up until 71.0.3567.0 inclusive

What steps will reproduce the problem?
(1) Sign out
(2) Sign in

What is the expected result?
No new notifications show up

What happens instead?
A bunch of notifications start appearing non-stop on the screen, can be really distracting and annoying.
