What steps will reproduce the problem?
(1) Launch chrome,navigate to chrome://apps page and right click on 'Google Docs' app and select 'Open as window' option.
(2) Launch 'Google Docs' app and sign in with valid credentials (Save password bubble appears) then resize window. 
(3) Observe save password bubble.

Actual: 'Save password bubble' is seen misplaced while resizing 'Google Docs' window.

Expected: 'Save password bubble' is should not misplaced while resizing 'Google Docs' window.

This is a regression issue, broken in 'M64', below is bisect info:
Good Build:64.0.3256.0(Revision:513349)
Bad Build: 64.0.3257.0(Revision:513642)

You are probably looking for a change made after 513356 (known good), but no later than 513367 (first known bad).

Note:
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting error "RuntimeError: We don't have enough builds to bisect"
3. Issue is not seen on Mac (10.13.6,10.13.1,10.14.1) OS.
4. Issue is also seen on Stable build #69.0.3497.100 and Dev Build #71.0.3573.0
