Non-Regression : 'Wallpaper Picker' Text or 'Set Wallpaper' Text is seen missing at 'Set Wallpaper' overlay Heading

Chrome Version: 71.0.3572.0/11143.0.0 dev-channel Candy,Celes and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option
(2)Observe for 'Wallpaper Picker' text at at 'Set Wallpaper' overlay Heading
(Please refer Video and Screenshot)

Expected: 'Wallpaper Picker' Text or 'Set Wallpaper' Text  should be seen at 'Set Wallpaper' overlay Heading
Actual: Instead no Header text is seen

This is Non-Regression issue seen as New UI of Wallpaper is seen from 69.0.3480.0/10847.0.0

In Windows OS 'Select a Collection' title is seen for Wallpaper overlay
