Regression : Unnecessary tab focus is seen on 'Internal Display was rotated to 0' Notification in Sign out screen

Chrome Version: 71.0.3572.0/11143.0.0 dev-channel Candy,Celes and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> At Uber Tray click on 'Sign out' -> in Sign out screen rotate screen to 0 degrees on pressing 'Ctrl+Shift+Reload' button
(2)Observe 'Internal Display was rotated to 0' is seen at Notifications -> Now click on Uber Tray -> Press 'Tab' button and observe focus is on 'Internal Display ..'  Notification and click 'Enter' -> observe notification closes 
(3)Press 'Tab' button until focus is on 'Internal Display ..'  Notification close icon -> click 'Enter' -> observe notification closes  i.e.
a)Tab focus should not be seen on Notification after 'Brightness slider-bar' instead tab focus should be seen on 'Close' icon
b)No Tab focus should be seen on Notification  
(Please refer Video)

Expected: 
a)Tab focus should not be seen on Notification after 'Brightness slider-bar' instead tab focus should be seen on 'Close' icon
b)No Tab focus should be seen on Notification 

Actual: Instead 
a)Tab focus is seen on Notification after 'Brightness slider-bar' and after clicking 'Enter' from Keyboard notification closes 
b)notification closes when tab focus is on 'Close' icon also

This is Regression Issue as tab focus will not be seen on Notification on M-69

Note : Issue is also seen on M-70

#1 expected video is wrong. The area corresponds to Notification Center (the tray of bell icon). It should have focus ring even on M69.

When tab focus is on Notification -> click on 'Enter' from Keyboard -> notification closes and Nothing happens. 
And notification closes when tab focus is at 'Close' icon also(in Notification)
i.e. tab focus should be seen directly on 'Close' icon instead of 'Internal Display ..'  Notification i.e.
when tab focus is available on 'Internal Display ..'  Notification then it indicates that notification information can be view(can open the Notification) but here nothing happens
whereas in Sign-in screen after clicking 'Enter' when tab focus is on Notification -> observe page navigates to 'Displays' section in chrome://settings page  

Reopening this issue for confirmation

No, they're different action targets, correspond to clicking on the notification vs clicking on the close button.
