Steps to reproduce the problem:
1. Open Chrome
2. Enter to full screen / Click Ctrl + Cmd + F (Show > Enter to full screen)
3. Click Cmd + N (File > New Window)

What is the expected behavior?
When opening a new window it should focus on the search bar.

What went wrong?
When opening a new window it doesn't focus on the search bar.

Did this work before? Yes Chrome 68

Happen also on Chrome Canary.
Note it's happening only when Chrome is in Full Screen.
