Low FPS for image transform scaling transition

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
When running scaling animation of image element from transform:scale(0.1) to scale(1), the transition feels sluggish, like it drops frames.

To reproduce: refresh the page, click "Run Animation" button. The slower machine and the larger image - the easier to reproduce the problem.

I also attached the video that shows how the above demo performs in Chrome, Firefox, and Safari. 

The issue appears in Stable Chrome 69, as well as in Canary 71.

Able to reproduce the issue on reported chromium version 69.0.3497.100 also on latest chrome 71.0.3576.0 using Mac 10.13.6.

Note: Inconsistent behavior seen on Windows and Ubuntu > observed transition sluggish  

Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.

I tested it on a few other machines.

Reproduced the issue on: iMac 2012, MacBook Pro 2011, iMac 2014

Can NOT reproduce the issue on: Windows 10 (installed on same 2012 iMac via Bootcamp) and on another not too old pc with Win10.

Other browsers (FF, Safari, Edge) - the transition is smooth.

Not sure if it's Mac-only issue, or Windows graphics engine is just better and it's hard to catch such spikes on it.

I can't really observe it being slow on my machine, though I do see some re-rasterization occurring mid-transition in the performance timeline that could be causing us to miss a couple frames.

This seems like it should be avoidable since we should know the target scale from the transition animation.

I see a little jank on MBP 2015 Mid 2015, but not initially.  It got janky during 1 minute of clicking.
