Bookmarks got duplicated 3 times

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Enable the enable-sync-uss-bookmarks

What is the expected behavior?
No duplication happens

What went wrong?
Bookmarks under the bookmarks got duplicated 3 times

Did this work before? No 

Chrome version: 71.0.3574.0  Channel: canary
OS Version: OS X 10.13.3

Please send a screenshot of about:sync-internals

We might need to access your server data to debug this issue.

Cannot repro and many recent changes should have address this issue.
Feel free to open if the issue still exists.
